The Philippines' social-welfare department, the DSWD, said Typhoon Rosal has affected 41,868 people (13,441 families) across 91 barangays in Cagayan Valley (Region 2) and Bicol Region (Region 5). The DSWD issued the figures at 6 a.m. Philippine time on Saturday, Oct. 24, 2026, in a report carried by RMN Networks.

Rosal had neared peak intensity off Luzon on Oct. 21, 2026, when Batanes was placed under a wind signal.

The agency said more than 317,000 pesos in humanitarian assistance has already reached the affected communities, with more than 4 billion pesos in relief resources, including its quick response fund and stocks of food and non-food items, still available.
