Flash flooding trapped vehicles in floodwater in Bay County, Florida, on Nov. 1, 2026, with law enforcement reporting stranded cars at two locations near Panama City, the National Weather Service said.

The National Weather Service's Tallahassee, Florida, office said in a Local Storm Report that at 9:37 a.m. local time, vehicles were trapped in floodwater on East 23rd Street, about a mile west of Dirego Park. A second report from the office, issued minutes later, described a similar scene at a second site near Panama City.
